In her introduction, Ruth draws a powerful connection: the very charter of the United Nations embodies many of the principles that define open source — transparency, collaboration, and shared progress across borders. Open Source Program Offices in the last 15 years have become the instruments for enacting that change and growth in open source. Today's panel sets out to find solutions to the real challenges governments and public institutions face, working alongside open source rather than apart from it. As digital technologies become central to public services, governance, and international cooperation, organizations across the public and private sectors are seeking ways to strengthen their strategic autonomy while keeping their technology choices flexible. Open source offers an approach that complements existing ecosystems — promoting transparency, interoperability, and collaborative innovation. This session explores how greater visibility into code, shared development, and local capacity building can give institutions stronger control over critical digital systems while encouraging collaboration across sectors and borders. Speakers from governments, international organizations, and the open source community share practical experience on policy approaches, procurement practices, and partnership models.
