Evidence is most valuable when it reaches the people who can act on it. 3ie's team was in Ranchi, Jharkhand, for a dissemination workshop with the Jharkhand State Livelihoods Promotion Society (JSLPS) to share findings from one of our largest impact evaluations in India - the study of Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY - NRLM) and NRETP. The workshop presented state-specific findings for Jharkhand alongside cross-state insights, and opened up a structured discussion on what the evidence means for policy and programming going forward. In Jharkhand, the evaluation points to some encouraging trends: 👉 Increased uptake of production loans among SHG members 👉 Greater borrowing from SHGs and higher loan amounts across all borrowing sources 👉 Improved insurance coverage 👉 Greater dietary diversity among women The workshop was attended by JSLPS CEO Mr. Ananya Mittal and state project managers from across its thematic and program verticals. We are delighted to welcome Professor Susan W. Parker as the newest Editor-in-Chief of the Journal of Development Effectiveness, alongside Marie Gaarder and Sudhanshu Handa.   Susan is a leading development economist whose work spans impact evaluation, social protection, education, health, and gender. She has already been contributing to JDEff as a member of its editorial board since 2025, and we look forward to her bringing that same commitment to rigorous, policy-relevant research to the journal's strategic direction and reach. We are particularly excited to benefit from her perspectives on advancing the field and encouraging high-quality evidence that addresses today's increasingly complex development challenges.   We also want to congratulate Sudhanshu on his appointment as Chief Economist and Director of Economic & Social Policy for UNICEF based at its Global Child Poverty Center in Panama City. While stepping back from day-to-day editorial responsibilities, he will remain a valued member of JDEff's leadership team, contributing to its strategic direction.   As JDEFF continues to evolve, the joint leadership of this group will help strengthen the journal's strategic direction, broaden its reach, and foster innovative research on development effectiveness. #DEPstudyoftheweek | Can #cashtransfers strengthen communities during times of crisis? Cash transfer programmes are designed to protect vulnerable households from economic shocks. But do they replace traditional community support systems—or reinforce them? This week's featured study by Angelica Maddawin, Ph.D., Kazushi Takahashi from the #Philippines examines how a Conditional Cash Transfer (CCT) programme influenced household coping strategies and informal financial support during periods of income shocks. Key findings: ▫️Beneficiary households became more resilient to economic shocks but also increased borrowing for medical expenses during shocks. ▫️Rather than crowding out informal support, the programme generated positive spillover effects within communities. ▫️Ineligible households in treatment villages were more likely to receive loans from neighbours and relied less on borrowing from informal lenders. The findings suggest that cash transfers can reshape—not simply replace—informal insurance networks. ➡️ Why this matters Social protection programmes don't operate in isolation. As this year's "Super #ElNiño" drives flooding and wildfires across the headlines, it's worth asking: what does the evidence actually tell us about El Niño's impact on the countries most exposed to it? With support from Foreign, Commonwealth and Development Office - Research, Science and Technology's Research Commissioning Centre under Global Research and Technology Development, 3ie conducted a systematic review of the socio-economic effects of El Niño and the Indian Ocean Dipole across South Asia, South-East Asia and Oceania. We reviewed 88 studies exploring the link between El Niño and economic and health outcomes, but found no studies examining its effects on food security, migration, or social conflict. What we did find: El Niño events are consistently linked to reduced agricultural production and productivity across Indo-Pacific countries, driven by lower rainfall and higher drought risk — though effects vary by crop, region, and irrigation access. Most of the evidence comes from just five countries: India, Indonesia, Malaysia, the Philippines and Bangladesh. We also found the existing evidence base carries real quality concerns — seven in ten of the studies we reviewed had issues with design, data quality, or selective reporting. As policymakers plan for this year's El Niño and future climate shocks, the gaps are as important as the findings: we still know very little about how these events shape food security, displacement, and conflict in the world's most exposed regions.
