Cheri Jackson, Mayor
Cheri Jackson was appointed Mayor of Millcreek in November 2025 after serving nine years on the Millcreek City Council representing District 3. As a member of the city’s inaugural Council, she helped guide Millcreek from incorporation to a thriving community. Her leadership is grounded in collaboration, steady service, and a strong commitment to Millcreek’s neighborhoods and residents.
Mayor Jackson holds a Bachelor of Science in Psychology from Brigham Young University and a Master of Public Administration from Utah Valley University. Her background in public service shapes her practical, people-centered approach to leadership.
She represents Millcreek on the Unified Police District Board, the Unified Fire Authority Board, and the Unified Fire Service Area Board. Locally, she serves on several community-focused organizations, including the Millcreek Business Council, the Millcreek Emergency Resilience Committee, the Promise Executive Committee, and the Millcreek Interfaith Council. She also contributes to regional efforts through her service on the Council of Governments, the Council of Mayors, the Wasatch Front Regional Council Transportation Coordinating Committee, the Salt Lake County Tourism, Recreation, Culture, and Convention Board, and the Utah 100 Communities Renewable Energy Board
A lifelong Millcreek resident, Cheri returned with her husband, Romm, in 1995 to raise their four sons. She has long been active in community service, serving on PTAs and school community councils, helping found the Impact United Soccer Club, and launching Canyon Rim Academy, a K–6 public charter school in Millcreek.

Silvia Catten, District 1 Councilmember
Thom DeSirant, District 2 Councilmember
Silvia Catten was born and raised in Utah and has advocated for her community for more than a decade. She served on the Millcreek Community Council for six years before being elected to Millcreek’s inaugural city council in 2016, representing the western part of the city in District 1. Silvia currently serves on the Jordan River Commission as Past Chair, and the South Salt Lake Valley Mosquito Abatement District as the current Chair. She is most proud of her work with Millcreek’s Promise Program where she’s helped steer and implement the Healthy Millcreek Coalition, aimed at improving physical and mental health outcomes for residents, particularly the youth population. She is also on the Millcreek Promise Executive Council and serves as the City Council Treasurer. Silvia’s past community involvement includes volunteering with the SLCC Community Writing Center where she was a mentor with Salt Lake Teens Write and a writing coach at the Hartland Community Center. She was also involved with Utah’s Emerging Leaders Initiative and spends a lot of time serving in her local PTA. Silvia’s professional background is in public relations and communications with a bachelor’s degree from the University of Utah. She also has an MBA from WGU and owns a small business. Silvia and her family have called Millcreek home for the last 16 years.

Thom DeSirant serves on the Millcreek City Council representing District 2, where he has focused on strengthening neighborhoods, improving infrastructure, and promoting responsible growth. Elected with a commitment to keeping Millcreek a place where families can put down roots, Thom has prioritized policies that encourage homeownership over rental-only development and protect the long-term stability of the community. He has also been a consistent advocate for traffic calming measures and more walkable neighborhoods, working to ensure streets are designed with safety and accessibility in mind for residents of all ages.
During his time in office, Thom has supported investments in road maintenance, drainage systems, and pedestrian infrastructure, helping make streets safer and more accessible. He has emphasized community engagement by expanding communication with residents and supporting local programming that brings people together and strengthens neighborhood connections. Thom has also supported practical, fiscally responsible approaches to city planning, ensuring Millcreek continues to deliver high-quality services while planning for long-term needs.
Thom serves as Vice Chair of the Salt Lake County Animal Services Board and is a member of the Utah League of Cities and Towns' Legislative Policy Committee and the Utah Renewable Communities Program Design Committee. He previously served on the Wasatch Front Waste and Recycling District Board.
Thom believes Millcreek’s future depends on thoughtful planning, steady leadership, and a clear focus on maintaining the qualities that make it a great place to live.

Nicole Handy, District 3 Councilmember
Nicole Handy serves on the Millcreek City Council, representing District 3. A longtime Millcreek resident, she and her family have called the city home for more than 17 years. A former middle school English teacher, Nicole began her career in the classroom. She earned her bachelor’s degree in English Education and later completed a Master of Public Administration from the University of Utah.
Her professional work has focused on strengthening organizations and building practical partnerships. Nicole has served in nonprofit and public roles across Utah, helping groups improve outreach and coordinate collaborative efforts. She has supported statewide commemorations with Better Days 2020, contributed to education initiatives during the Spike150 celebration, and helped coordinate Project Homeless Connect in Salt Lake City. As Director of the Utah Association of Financial Services Foundation, she oversaw grantmaking efforts that supported nonprofits serving low income Utahns.
Nicole currently serves as Executive Director of the America250 Utah Commission, leading the state’s efforts to commemorate the 250th anniversary of the signing of the Declaration of Independence in 2026. In this role, she works with community leaders and local partners to ensure the anniversary is marked in meaningful ways across Utah.
