and we have been told in previous talk page discussions that (for example) "It doesn't say that there is a problem, but it makes it clear that there is potential for one"

When to use this?

- Generally we never know with 100 % certainty which is why it says "may have", but it's typically because accounts have been found to be socks via an WP:SPI, or because people have found adverts by companies looking to create articles on freelancer sites, or because a username is indicative of someone being an employee of the company, or the article history / user history contains various hallmarks that are indicative of paid editing.
