Editor: "Top Toolbar" preference checkmark is not prominent enough #77317

Description

In the editor Options menu (three-dot menu, Preferences section), the "Top Toolbar" toggle uses a small checkmark to show its active state. In usability testing, participants repeatedly clicked the item unsure whether it was enabled or disabled.

Evidence

Observed with multiple participants during recent usability testing:

  • One participant clicked the option several times, unsure if it was on or off.
  • Another also struggled to see when Top Toolbar was checked.

Step-by-step reproduction

  1. Open the post editor.
  2. Click the three-dot Options menu in the top-right.
  3. Toggle "Top Toolbar" on and off.
  4. Note that the small checkmark is easy to miss, and the change in the toolbar area itself is subtle on wide screens.

Suggested direction

Make the active state more prominent. Options:

  • Replace the checkmark with a ToggleControl-style switch (matches the pattern used in the Preferences modal).
  • Use a bolder or larger indicator.
  • Consider an interim visual tweak until the new Menu component lands.
