The oscilllating shirt symbol is "Rinse Hold".

I figured this out because I had the same problem, for a similar program (20 C, oscillating shirt symbol). I ended up pressing the start/pause again and the washing machine drained and the programme finished once the draining was complete.

I ended up whipping out the manual completely confused about what the heck the machine just did and, lo-and-behold, it documents that symbol is for rinse hold (which is exactly what the machine did). As it turns out, it was a RTFM situation.

So... uh... I pointed a desk fan at my laptop, and this stopped happening.

I was getting weird flickering similar to the kind reported in this post on the MacRumors forum, if I had the computer actively doing a bunch of work (either a bursty 10 minute compile or a ~hour long 1080p gaming session).

This was consistent with the laptop being hot, so I figured "hey, is it the heat?" and... it seems like it was? I didn't bother with any of the night shift / true-tone stuff -- just pointed a fan at it to cool it down.

Sorry for the necromancer post, but the solution for this is to download the Siri voice in Settings > Accessibility > Spoken Content > Voices > English.

This seems to be because Apple has separated the "Hey Siri" trigger voices from the spoken content voices, and the latter is used for the "Speak Text" action.
